About the system

The Zakrila Index is an independent system for measuring, evidencing and maintaining safeguarding frameworks.

The Index records time-bound safeguarding governance conditions through structured declarations, distributed confirmations, system events and immutable audit records. It measures whether an organisation has a live, accountable, time-bound safeguarding framework in place. It does not measure the quality of practice, the conduct of individuals, or the likelihood of harm.

The Zakrila Index does not certify that an organisation is safe, does not certify legal or regulatory compliance, and does not guarantee that harm has not occurred or will not occur. It does not inspect, approve or endorse organisations and does not replace statutory safeguarding responsibilities, professional judgement or independent due diligence.

A public entry is an information service. Publication is not a recommendation to contract with, employ, appoint, admit, fund, insure, invest in or otherwise rely on an organisation. Users remain responsible for their own due diligence.

Two kinds of status

Each entry shows two separate things.

Active
— the organisation currently participates in the system under the applicable platform conditions.
Not Active
— the organisation is not currently active within the system.

Participation status says nothing about safeguarding quality, safety, legal compliance, regulatory standing, endorsement or approval.

Present
— the defined, time-bound safeguarding governance conditions are currently evidenced through the system.
Conditional
— a current limitation, divergence, vacancy, incomplete confirmation, pending reassignment, pending structural alignment or other defined governance condition affects the status.
Withheld
— the conditions required for Present are not established, are no longer current, remain incomplete, or cannot be displayed because an applicable integrity restriction exists.

Ⰻ Safeguarding Status concerns governance conditions only. It does not certify safety, legal compliance, operational performance or safeguarding outcomes.

The validity cycle

  1. Register
  2. First confirmation cycle within 30 days
  3. Ⰻ Safeguarding Status valid for 90 days
  4. Renewal review opens 30 days before expiry

Every published Ⰻ Safeguarding Status is valid for 90 days from the date shown on the entry. An organisation must complete its first confirmation cycle within 30 days of its first payment. The renewal review opens 30 days before expiry. Within each cycle, confirmations are gathered from the required role holders at staggered points rather than all at once. If required confirmations are not completed, the status changes automatically on expiry. These timings are the same for every organisation, whatever its size or legal form.

Ⰻ Safeguarding Status is computed from recorded events. It is not assigned by a person. No administrator, organisation, reviewer, supplier or member of Zakrila staff can set a final status directly. Mandatory confirmations require more than one role holder; no one person can complete a governance cycle alone. Fees and subscription level never improve, preserve or override a status.

The Index does not request, accept, store or read safeguarding policies, case files, incident records, evidence uploads or personal accounts of harm. Organisations provide structured declarations and role confirmations only. An organisation may add a public web address as a reference; a reference is not proof of verification, approval or endorsement. Participating organisations remain responsible for their safeguarding case data and operational records.

The method

The Index applies the Daceva-Warren Framework, including the Law of Governance Continuity and the Governance Integrity Formula Ⰻ(t) = (C × A) / Δt. The framework is published at DOI 10.5281/zenodo.19238727.
